Apparently http://downforeveryoneorjustme.com/ just sees if the site responds at all to a request and says it is functioning if any data at all is returned. A better test is just to use Google Translate services at http://translate.google.com then just enter your URL in the box and have it translate the site from any foreign language into English. This also works to get through many firewalls that won't let you read a website (like the Onion) at work. Some firewalls block Google Translate, but many international companies don't. Actually that doesn’t tell the whole story.
